Sofia University Rector Calls for University Funding Reform

Sofia: "A system for quality assessment of the education offerred by various Bulgarian universities should be set up," Sofia University Rector Prof. Ivan Ilchev told a news conference Monday. Ilchev hopes that the new Governmnet will take practical measures towards ranking Bulgarian universities according to their actual achievements and will finance students accordingly.
"It is tragic that higher education in Bulgaria is financed under rules which treat all universities equally and that principle should not be upheld any more," Ilchev said. He argued that the Sofia University cannot offer the same quality of education to its students and the same remuneration to its faculty (including 250 professors) as universities with only five professors.
"All Bulgarian universities are funded depending on the number of students. Unless that system gets revised, it would be difficult to know which university is better than the other," Ilchev said.
According to him, the new government should introduce project-based university funding and should revise thoroughly the whole system of higher education in Bulgaria.
