The Road Infrastructure Agency (RIA) will fine 11 companies responsible for winter cleaning of national roads to pay more than BGN 424,000, the agency reported. The penalty was imposed after checking the work done in November and December. The refinery Plama in Bulgaria`s northern city of Pleven is going to reopen in December 2011. Plama will make mainly lubricants, while fuels will be a side production. Bulgarian energy tycoon Hristo Kovachki has been allowed to sell two heating utilities to offshore companies registered in the Seychelles. Bulgaria`s Competition Protection Commission approved Monday the sale of the two plants.
