Inter-Agency Council on Border Control Threatens to Close Ilinden Checkpoint

If no measures are taken within a month to finish the Ilinden Checkpoint, the Inter-Agency Council on Border Control will propose that the checkpoint be shut down, State Administration and Administrative Reform Minister Nikolai Vassilev said on Tuesday after a meeting of the Inter-Agency Council. The Minister`s statement was provoked by a report by Blagoevgrad Regional Governor Vladimir Dimitrov and Deputy State Administration and Administrative Reform Minister Angel Ivanov. The checkpoint was opened at the end of 2005.
The meeting was also attended by Snezhana Grozdilova MP, Blagoevgrad Regional Governor Vladimir Dimitrov, the Director of the Chief Directorate of Border Police, Krassimir Petrov, and municipal mayors.

According to Vassilev, the contractor Siconco took its money but the checkpoint does not exist as a legal entity. "Therefore, we decided after today`s meeting to address sharply the Regional Development and Public Works Ministry and the National Road Infrastructure Fund and urge them to take immediate action to finish the facility," Vassilev said. If no action is taken by these two departments within a month from now, when the Inter-Agency Council will hold its next meeting, the Inter-Agency Council will propose to the Council of Ministers to close the checkpoint, he said.

The border police and customs buildings at Ilinden are in very poor condition. The water pipeline was built improperly and no water reaches the facility. Electricity supply is often interrupted. Due to the National Road Infrastructure Fund, the entire alarm system installed before the road tunnel on the border does not work, Vassilev said, listing some of the problems. The place also lacks documentation for going into operation, maintenance and repairs.

The Inter-Agency Council gave high marks for the introduction of the integral card payment system at land border crossings along the EU`s external borders. The Council also discussed other issues related to the operation of border checkpoints.
